**As** a project admin
**I want to** invite previously non existing users while administrating the project members
**so that** I don't have to first go into the administration, add the user and then come back to the members administration to add the new user as a member
**Acceptance criteria**
* Users having the `manage_member` permission are presented the option to invite new users on the project member administration page same as administrators

* The behaviour of adding users via the project member administration is the same as for admins.
