Currently all new instances get a global role  `Project creator` seeded. That role allows normal users the creation of projects. In 11.2 we created two more global permissions.

* `Crate and edit users`
* `Create, edit and delete placeholder users`

These new permissions shall get seeded with 11.2.

**I propose:**

* In the seeder rename the current global role `Project creator` to  `Staff Begin of the deletion managerEnd of the deletion and Begin of the insertionprojects manager`.End of the insertion Begin of the deletion project creator`.End of the deletion
* Also seed the newly created permissions with that role.
* Existing installations
* shall not get their role `Project creator` modified, as this would bare the risk of leaking permissions unexpectedly.
* The new global role `Staff Begin of the deletion managerEnd of the deletion and Begin of the insertionprojects manager`End of the insertion Begin of the deletion project creator`End of the deletion shall not get seeded in order to prevent unexpected roles in running environments.
