When adding replies or updating a work package, the Assignee and Responsible users are not notified by email.

How to replicate:

1\) Create a work package
2\) Assign it to a specific user
3\) Ensure that the user has the “For any event on all my projects” option selected
4\) Add notes, comments, change the priority, or assignee for the workflow
5\) Ensure that the mail server settings are correct in the configuration.yml file
6\) Run in development mode

Expected outcome:

Receive an email to the effect that the assigned workflow was modified
