As a non-admin:
* Can see all users of the OpenProject instance
* Can modify users
* Can't remove, lock, or add users ([#35507](https://community.openproject.com/work_packages/35507))
* The following `User` attributes can be set (whitelist). All other attributes are hidden and not editable:
* login
* first\_name
* last\_name
* email
* language
The added permissions are documented in the API documentation.
This is the same role as in <mention class="mention" data-id="35507" data-type="work_package" data-text="#35507">#35507</mention>, they have been merged.
