Bug OP-8404: Crowdin translations are returning incorrectly empty strings

#36304 introduced a workaround ### **Environment**:

Your OpenProject Version: Edge, 11.1.2 dev / Cloud Edition

Operating System / Browser / OpenProject language: Windows / Firefox 85 (English) / see below \[same bug for Chrome 88 (German\]

### **Steps to load english fallback locales in the frontend. This is due reproduce:**

1. Set OpenProject to crowdin return incorrect (empty) strings for . e.g, `js.units.hour` that it shouldn't. As soon as this is fixed by crowdin, this workaround needs any language
2. Go to be removed. My Page
3. Add widget My spent time
4. log time multiple times
5. Change language to a language other than English (German, French, Italian, Slovenian)

The logged hours are not visible (neither in the colored boxes nor above the boxes nor in the tool tip). Only if I click on a box its logged hours are visible in the modal.

### **Expected Behavior**

Logged hours are visible independent from the language \[I added additional time logs inbetween the two screenshots\]
