### **Environment**:
Your OpenProject Version: 11
Operating System / Browser / OpenProject language: Debian / Firefox

### **Steps to reproduce:**
1. Add X user to openproject as an active user.
2. Add Y user to openproject as an invited user.
3. Create group1 to the openproject
4. Add X to group1 (at this time all active members are in group1)
5. User selection section is disappear because there is no active user which is not in group1.
\--
1. Create group2 to the openproject.
2. Add Y to group2 then add X to group2.
3. All users can be added into group2.
We should add all users to group1 like group2.
### **Actual Behavior**
New user section is shown according to remained active member count.
### **Expected Behavior**
'New user' section should be shown if there are active or **invited** users outside the group. Active and invited users should be listed.
