**so that** the progress value can be use for EVA reports. Each additional work package will change the progress bar, even that work package is just a little task or a reminder for a person.

Instead of moving those task into a separate phase or topic, the task should be marked as "exclude from progress" or Begin of the insertionsimiliar.End of the insertion Begin of the deletion similiar. End of the deletion
