* [x] Placeholder Users can get deleted by Users possessing the global right to do so.
* [x] The references to the orginal placeholder will get replaced by references to the DeletedUser. That means for example that a placeholder user that was an assignee of a work package will not longer be shown as the assignee. Instead the assignee will be shown as an anonymous deleted user.
* [x] The changes from a placeholder user to the deleted user shall be trackable in the activity journal of a work package just as any other assignee change.
