Important (for documentation):
* In order to be able to assign placeholder user to a work package, the placeholder user needs to have a role with the setting "Work packages can be assigned to users and groups in possession of this role in the respective project"

Unclear:
* How do we remove placeholder users? Per default, deleting users is not possible in OP. Only locking users is allowed. However, I do not see a point in locking placeholder users as they are no real users.
Out of scope:
* Turning a placeholder user into a real user
* "Merging" a placeholder with an already existing user, so that the existing user takes everything over from the placeholder.
