As a non-admin:
* Can add users (and invite users)
* Can't edit existing users (except for whitelisted attributes (see below))
* Can't remove or lock users
* The following `User` attributes can be read and set (whitelist). All other attributes are hidden and not editable:
* login
* first\_name
* last\_name
* email
* language
* These restrictions are documented in the API documentation
