### **Environment**:
qa.openproject-edge
Firefox, Chrome
### **Steps to reproduce:**
1. Sign in as non-admin user with global permission to create placeholder user or to invite / edit users.
2. Go to administration.
3. Click on side entry "GDPR" or "Billing".
### **Actual Behavior**
Entries "GDPR" and "Billing" are shown for users who don't have permissions.
When clicking on those entries an error 403 is shown.

### **Expected Behavior**
Entries "GDPR" and "Billing" are not displayed for users without permissions to access those.
