### **Environment**:
Your OpenProject Version: 11.1.4 / Cloud Edition
Operating System / Browser / OpenProject language: Windows / Firefox / English
### **Logs**

### **Steps to reproduce:**
1. Activate self-registration and choose "Manual activation"
2. Log out
3. Create a new account and fill in all necessary details, including password, save
4. \[admin receives notification "account activation request"\]
5. Log in as admin, click on "activate" in the user's details
6. \[user receives email "Your account has been activated. You can now log in. Sign in: \[URL\]/login \]
7. Log out as admin and try to log in as the user
### **Actual Behavior**
User can't log in using the password created in step 3.

### **Expected Behavior**
* Either I can use the password set in step 3 or
* I don't have to set a password when creating a account as user when "manual activation" for self-registration is activated
* bonus: the admin is required to set a password when activating the user's account
