**As** an OpenProject user
**I want** to send email notifications to users who have been mentioned via "@" even if they have email deactivated
**so that** users can still be directly notified.
**Acceptance criteria**
* Adjust email notification so that "@" notifications are sent even when emails are deactivated by user (to ensure that the user actually receives an email).
**Alternative approach**
* Signal to user that @ notification will not be delivered since user did not activate emails.
