### **Environment**:
Your OpenProject Version: Cloud Edition (Edge)
Operating System / Browser / OpenProject language: Windows, Firefox, English
### **Steps to reproduce:**
1. Create new OpenProject instance
2. Set Demo project as template
3. Add user
4. Add the user as project admin to the Demo project
5. Log in as the user
6. Navigate to project settings of the Demo project
* Case A:
* click on "Copy project"
* fill in the necessary information
* click on "Copy"
* Case B:
* click on "+ Subproject"
* select the Demo project as template
* click on "Create"
### **Actual Behavior**
Case A: Nothing happens. As I don't have the global role "project creator" this would make sense, although it is confusing. =>Adressed in <mention class="mention" data-id="#35632" data-type="work_package" data-text="#35632">#35632</mention>
Case B: The project is created. Now I can navigate to the project settings and change its hierarchy. Effectively, I copied the Demo project with extra steps.
### **Expected Behavior**
Consistent behaviour: If a user mustn't copy projects then this shouldn't be possible by making a detour. If a user should be able to create projects from templates it doesn't make sense to hinder him/her from copying the template project.
