As an OpenProject who invited customers in my instance
I want to be able to set or deny the permissions "Set estimated time", "Edit estimated time" and "View estimated time" in the administration
so that I can hide the attribute "Estimated time" from certain users (here: the customers).
In the role permissions you can enable or disable for example the spent time for a specific role. (in the section "Time and costs")
However for the estimated time this is not possible. Can you add this permission for "Estimated time"?

### Acceptance criteria
* three additional check boxes in Administration ->Users and Permissions -> Roles and Permissions -> Time and Costs
* the work package attribute "Estimated time" is hidden for user roles of my choice everywhere (work package list, work package details view, boards, backlogs, etc)
