### **Environment**:
11.0.3
### **Steps to reproduce:**
1. As a non-admin, navigate to a page where attribute help texts are shown (for projects).
2. Click on "?" icon for attribute help text.
3. Click on "Edit" button.
### **Actual Behavior**
Edit button is shown for non-admin and causes 500 error when clicking on it.
### **Expected Behavior**
Edit button not shown for non-admins.
