Use cases:

Think of the case, where a project changes in terms of time and focus. Now the project manager has to change the date and the description for most of the workpackages. This is not possible with the feature “Bulk edit”. 
Another case is, when I as a project manager want to improve or correct some details of the workpackages right before a status-meeting, e-mails are not necessary in that moment.
