**As a** project manager using OpenProject to manage customer projects
**I want to** assign work packages to my customers or other external persons without them ever logging in or seeing the work packages
**so that** I can keep track of my projects with external stakeholders.
### Acceptance criteria
Users can be created without email addresses.
Work packages can be assigned to users without email addresses.
### Current situation
There are two workarounds: Using fake email addresses or adding custom fields for the assignees.
### Out of scope
* users without email address can not access OpenProject
