### Pain Point
* For boolean filters like "Active" in the project list, it is quite "techy" to change the filter.
* You can create constructs like "is not": "no" (which is the is same as "is":"yes"
### Expected
* Boolean filters should be shortened to show only "yes" or "no"
### Out of scope
* The project filters are still rails based, and will not be changed there until the filters are moved to the frontend.
