### **Environment**:
qa.openproject-edge
### **Steps to reproduce:**
1. Sign in as user who does not have permission "View budgets" but other permissions in the "Budget" section (e.g. "Log own unit costs", "View own costs").
2. Navigate to project.
### **Actual Behavior**
Entry "Budgets" is shown in side menu but user cannot do / see anything (any budget) there.
### **Expected Behavior**
Entry "Budgets" only visible to users who can see or do anything on the Bugets page.
