**As** an OpenProject user who wants to log and report time (and maybe also costs)
**I want** to easily understand what modules I need to activate for which features
**so that** I do not waste time in searching for the right settings.
**Current situation:**
The modules in the project settings do not clearly differentiate between the functionalities for time and cost tracking and reporting. For an OpenProject user it is not clear what stands behind the modules.
* Time tracking: Activates the log time functionality on work packages. With the removal of the Time Sheets, we miss the time reporting feature (which is combined in the Cost reports).
* Cost reports: Activates the creation and logging of unit costs and the time and cost repots
* Budgets: The labor costs (based on the hourly rate) are only activated if the module Budget is active.
**Expected behaviour:**
It should be clear to the user what module needs to be activated for each feature
* **Time and costs**: Will enable the time tracking, creating and logging unit costs as well as labor costs (set hourly rate and evaluate labor costs in the reports as part of the Budgets module) and the time and cost reports.
* **Budgets** will only add the Budgets module to the project menu to create project budgets (based on time (hourly rate) or unit costs.
