**As** an OpenProject admin
**I want** to be notified when I try to add an assignee column and there is no user added to my project
**so that** I understand right away that I have to add project members.
**Acceptance criteria:**
* Add a short text to the "Add column" modal when no member exists in project.
* Add a link to add a member when no member exists in project.
