**As** an OpenProject user
**I want** to be able to limit the visibility of work packages to users and groups which I specify
**so that** I can have private work packages.
**Acceptance criteria**
* Restrict WorkPackage visibility by role, independend of project (see Redmine screenshot for Roles configuration)
* When creating / updating a work package it should be possible to specify which users should be able to see a work package.
* Private tickets cannot be seen / edited by users who are not allowed to see them:
* Not shown in work package list
* Links to those work packages (e.g. via Wiki syntax) are not functional
* Related work packages, parent & child work packages which are private are not shown
