### **Environment**:
Your OpenProject Version: community / 10.4.1
Operating System / Browser / Language: Chrome
### **Steps to reproduce:**
1. As a member without permission to edit overview page
2. Go to project overview page
3. However over edges
### **Actual Behavior**
You can see a title to add a widget and can click it, but the modal is empty.
### **Expected Behavior**
You cannot click or see the add widget title / modal
