**Precondition**
- Work package exists and can be moved to a different project.
**Steps to reproduce**
1. Select a work package and open detail view.
2. Click on the action menu and select “Move”.
3. Specify a project and click “Move and follow”.
4. (Empty journal entry is created.)
**Actual behavior**
- Empty journal entry is displayed when moving a work package.
**Expected behavior**
- No empty journal entry is displayed when moving a work package.
