Reproduce:
1. Use MS Edge and go to work package list.
2. Filter to reduce number of shown work packages (e.g. Type is not Task, Epic).
3. Go through the pages until last page (scroll down a bit before going to last page).
Actual:
* Header is shown below work package list.
Expected:
* Header is shown above work packages list.
System:
* MS Edge
* qa-edge
