### Problem
On smaller screens or for long titles the toolbar is moving over or under the title, which is inconsistent in the app.
At the work packages list the toolbar will be shifted under the title (like on every other page and on mobile screens too) while in a work package details view it moves over the title (which is at least same as in the mobile version of this page).
It would be nice to have a consistent solution for all pages - also regarding what arrangement of typical elements the users are used, e.g. back buttons should be positioned at the top, all buttons should be in one line...
