**As** a project admin
**I want** to create work packages filters in a public project which can only be seen by all project members
**so that** none members or anonymous cannot see these filters.
**Acceptance criteria**:
**Non-public Projects**
- Work package filters which are set “public” can be seen by all project members
- Work package filters which are set “For all project members” can be seen by all project members
- Work package filters which are not set “public” or “all project members” can just bee seen by the one who created this filter
**Public Projects**
- Work package filters which are set “public” can be seen by all (also anonymous users and non-members)
- Work package filters which are set to “For all project members” can only be seen by project members in this public project who have the corresponding rights.
