**As** an OpenProject admin
**I want** to be able to update the work package status without having a project role
**so that** I am not confused.
**Acceptance criteria**
- Automatically give an administrator all the workflow permissions for the existing roles. Administrators should have the sum of all workflow permissions for each type (e.g. for type “Task”, an admin should have the sum of the workflow permissions for all roles (“Reader”, “Member”, “Project admin”, …)).
**Background**
- This is a major point of confusion for new users. It is hard to understand why admins can see all projects, can create work packages and update all attributes except for the status.
- It is the most frequently asked issue / problem for new users.
