**Steps**
- Have the costs plugin installed
- Have the “controlling” module activated in the project
- Go to a work package
- Open the menu
**Actual**
- The “Log time” menu entry is missing from the menu
**Expected**
- “Log time” menu entry displayed (which is the case when the “controlling” module is not activated)
