Bug OP-4566: Cost report's "Spent On = Today" filter doesn't work.

The “Spent On” filter in Cost Reports has a “Today” value. Selecting that value and applying the filter doesn’t show any result, even if there are time entries on that day. However, selecting the “On” filter with today’s value will show the right results.
