Relates to Roman’s refactoring of the work package page:
**Preconditions**
- User is admin / can create work packages.
- Work package module activated.
**Steps to reproduce**
1. Go to work package page.
**Actual behavior**
- Work package inline create option (+ icon) is missing.
**Expected behavior**
- Inline create option shown.
