**Preconditions**
- Work package module activated.
**Steps to reproduce**
1. Go to work package list and expand timeline.
2. Open create work package form and close it.
3. Open split screen and close it.
4. Try to create a work package from the toolbar.
**Actual behavior**
- Create work package button inactive.
**Expected behavior**
- Not inactive.
