The timeline currently loads all relations through the newly created `/relations` API for a selection of visible work packages.
In contrast, a single work package’s relations are loaded through the HAL resource, returning a collection that is incompatible with the response above.
To allow timely refreshing of relations in the timeline after e.g., creating a relation in the details view, we need some external mechanism until \#\#24227
