The help icon (question mark) in the application header has a different styling compared to the website. We should adjust this.
**Currently behaviour**
\- help icon has no circle border
**Expected behaviour**
\- help icon has a circle border
Please add the circle border with the following stylings:
`border: 2px solid #ffffff`
