When creating an issue and not putting in a subject, there is an error telling the user that a subject has to be set.
Then no non-default statuses are presented to the user.
Steps for reproduction:
1. Make a new status available for any role and any type
2. As that role create a new issue with the corresponding type
3. Make sure the new status is available for selection
4. Try to create the new issue with any status but no subject
5. OpenProject will now display an error saying that the subject cannot be empty
6. Now the status previously made available can no longer be selected
Tested with Non-member/Admin
