**As** an OpenProject user
**I want** that the first activated type in the list of types (project settings) is used as default work package type
**so that** it’s transparent which type is selected and I configure it (admin settings).
**Current behavior**
- The internal type ID (which cannot be changed) is used to determine the default type.
**Expected behavior**
- The default work package type is determined by the first activated type in the list of types (project settings / admin settings).
- This is the same behavior which is currently used when creating child work packages (see \#22639).
