**Steps to reproduce:**
1. The project must have at least one user ***group*** assigned as a member, and the Cost Control module must be active.
2. Create or edit a budget.
3. Under **Planned Labor Costs**, enter some hours and select a ***user group*** from the user drop-down menu. (Note: Since groups do not have an assigned rate or rate history, you would have to manually enter this budget value in the **Planned Costs**.)
4. Save the changes to the budget.
5. The budget overview will now display. Click on the **Labor** heading to expand.

**Actual Behavior**
Instead of showing the user group (e.g. “Project Managers”) assigned for that budget line item, “Deleted User” is displayed instead.

**Expected Behavior**
The assigned user group should be displayed in the Labor portion of the budget overview.
Note: If at this point you click **Update** to modify the budget, you will see that indeed the user group is still selected for that line item.
