Issues could only be assigned to real project members. Even a global admin, although he can see the issue, had to be a member of the project in order to be assigned to the issue.
Now there are too many users selectable.
## Expected possible watchers
**For public project:**
\- For private project: I can assign ALL global admins
\- project members if their role includes the permission (OpenProject admins) as watchers to ‘view\_work\_packages’
\- non members if the corresponding roles include the permission to ‘view\_work\_packages’
**For private project:** issue.
\- only project members if their role includes the permission For public project: I can assign ALL global admins + ‘Anonymous’. The latter results in an error without an error message, when I want to ‘view\_work\_packages’
No anonymous user for **either** kind of project
save.
