**Preconditions:**

- User is a member of a project X
- User has rights to view timelines of project X
- Timeline module is activated on project X
- None timeline reports are created on project X

**Steps to reproduce:**
1\. login as a user (should meet preconditions)
2\. select project (should meet preconditions)
3\. go to Timeline module

**Actual behavior:**
When user access timelines modul he gets 403 error (“You are not authorized to access this page.”).

**Expected behavior:**
A notification message that no timeline report has been created yet should be displayed instead
