**Acceptance criteria**
* The work package full view and split view show the labels of the work package.
* A user with `edit_work_packages` edits the labels inline.
* The field dropdown behaves like the Assignee dropdown. The create option is a regular last option rendered like stays fixed at the share dialog's invite option (`Create label "<term>"`), not pinned. _(See_ [_review note_](https://github.com/opf/openproject/pull/25554#discussion_r4142674467)_.)_ bottom.
* The initial dropdown list sorts first by locality (labels already used in the current project come first), then by frequency (most used first).
* Dropdown search input is case-insensitive
* Race condition handling: When the user tries to create a label but another label with different casing already exists in the system, the system will dedupe this and assign the _other_ label.
