**I want to** log time for other users
**so that** I can take over the task if the user does not have access to the system.
**Acceptance criteria**
- There is a separate permission to log time for another user “Log time for other users”.
- The current permission is renamed to “Log own time.” user.
- There is a separate select field “User” showing all project members.
