**As** an admin
**I want to** have feedback about bad configuration as soon as possible
**so that** I have proper guidance when connecting Jira for a migration and avoid errors later in the migration process
**Acceptance criteria**
* When clicking Test connection and the PAT is from a user, it displays the following error: "Personal Access Token must be an admin token."
* The caption for the "Personal Access Token" field mentions that it needs to be an admin token.
* Add an information section about the PAT requirements
* PAT user must be an admin, mentioned like in [our documentation](https://www.openproject.org/docs/installation-and-operations/jira-migration/#:~:text=the%20migration%20tool,admin%20permissions)
* PAT user must be a member of the projects which should be migrated.
* When starting an import run with a user PAT, display a similar error "Jira configuration uses a user Personal Access Token. Migration needs an admin Personal Access Token to run successfully. Please edit configuration with an admin token and try again."
