**As** a user searching for a work package in a document
**I want to** be able to easily create it when my search does not return what I want
**Acceptance criteria**
* When searching for an existing work package (via slash command or hash) we show an entry (at the bottom of the list): "Create new work package"
* If the entry is clicked, the "Create work package" modal is shown
* The search query is prefilled as subject for the new work package
* Other values are prefilled according to their default values or based on the last work package that was created in the same session in the same document
