**I want to** easily find the configuration of custom fields for work packages
**so that I** don't need to understand the concept of custom fields and so it is consistent with _projects attributes_ and _Custom actions._ 

**Acceptance criteria**

* In Administration → Custom fields,

* Move the 'Work packages' tab to a new page 'Custom fields' under Work packages

* In Administration → Work packages,

* Place this new 'Custom fields' entry below Status

* In Administration → Time and Costs

* Move the "Spent time" custom fields tab to a new page 'Time entry Begin of the insertioncustom fields'End of the insertion Begin of the deletion attributes'End of the deletion

* In Administration → Work packages

* Move the "Versions" custom fields tab to a new page 'Version Begin of the insertioncustom fields'End of the insertion Begin of the deletion attributes'End of the deletion

* In Administration → Users

* Move the "Groups" custom fields tab to a new page 'Group attributes' Begin of the deletion

* Keep 'Custom fields' at the global level and add pointersEnd of the deletion to Begin of the insertionremain consistent with 'User attributes' for nowEnd of the insertion Begin of the deletion the different custom field pages these items got moved to
