**Acceptance criteria**

* Extend the _Placeholder User_ to include user filters so that we can use them instead of user filters on the Resource Allocation

* Create placeholder users for every unique filter used in resource management before

* Build a UI to quickly add placeholder users from the resource allocation modal form
