**Acceptance criteria**
* Allow the same input methods as we use for time tracking, work package durations to allow inputting `2d 4h`
* It should use systemwide settings for how many hours are in a workday (`2d -> 16h` with 8h per day)
* While we are at it, let's also fix the user selection to be an autocompleter instead of the full list of all users in the project
