### Steps to reproduce

2. Login and navigate to Administration -&gt; Users and permissions -&gt; Users

3. Click on \[+ User\]


### What is the buggy behavior?

* No user settings are displayed

* A click on \[Create\] displays an error message (missing fields)


### What is the expected behavior?

<br>

1. Admin can add necessary information to invite a new user

2. User invitation via admin interface is possible
