Following retrying flaky tests without parallelisation if there are <= 10 ([#23522](https://github.com/opf/openproject/pull/23522))
If retrying succeeds, for every test that did fail, create a ticket on community unless one already exists, if it does, find a way to +1 it (it should be visible and trigger a notification to the assigned person)
