### Steps to reproduce

1. Login as admin

2. Go to Administration > Users

3. Open the filters

4. Remove all filters


### What is the buggy behaviour?

* List is unchanged Begin of the insertion(shows only active users)End of the insertion

* Filter button still shows a (1) badge


### What is the expected behaviour?

1. List is updated Begin of the insertionand shows locked / invited users as wellEnd of the insertion

2. Badge is updated
